From what you enjoy mentioned of the purpose i am not quite sure if you are competent to record cable TV on PC. Are you talking almost a USB TV dongle. The USB sets with rather arial near?

Alot of the ones around at the moment bequeath poor reception, and are generally not much biddable, so if you were to capture one i'd suggest a branded one.

You can download TV channel software online, which i dont know if its anygood, but it would stream from the pattern rather than use an arial, so you could try that. As long as you own at least broadband, if then DONT obtain any TV card.
